Carmel was one of eleven children born to James M. McKinney (b.1849) and Anna Margaret Losey
(b.1864) who married in 1881.
Carmel served in the military during WWI between 24 Apr. 1917 and 10 Sep. 1919. I found him on
the 1920 Census, back home with his parents. He was still single and working on telephone lines.
The following year, he married Hattie May Listenberger, most-likely in the spring or summer of 1920.
The couple had four children together--Rosemary (1921-1946), William "Billy" Gene (1926-1944),
Betty Jane (b.1928), and James W.
(b.1929).
I found them on the 1930 Census, living in Union Twp. (today the Culver area), Marshall Co., Indiana,
where Carmel was working as a "repair man" in an "engine room".
I searched for them on the 1940 Census and they popped up on the second page I looked at. Carmel
was working as a "welder" doing "building maintenance", possibly at Culver Military Academy as two
years later, on his WWII registration card, he gives C.M.A. as his place of employment. Daughter
Rosemary was with her parents but was designated as "married" and using the surname "Wolff", though
her husband wasn't with her. Also living with the family was Hattie's older brother Oliver C.
Listenberger.
Tragically, Carmel and Hattie's son William died on New Year's Eve in 1944 at age 18, in an accident
at Camp MacKall where he was a private in Co. D of the 515th Parachute Infantry.
The family suffered another tragedy in 1946 when daughter Rosemary died at age twenty-five. (Note: T
hough she appeared on the 1940 Census as married, using the last name Wolff, it is her maiden name
that appears on her marker.)
Carmel lived another thirty-eight years before being laid to rest in 1984. Hattie joined him two years
later in 1986.
He also served on the Culver-Union Township Fire Department.

Hattie was one of six children born to William Henry Lichtenberger (1856-1930) and Lucinda A. Garn
(1861-1932)
Hattie did not appear on the 1920 Census with her parents, most-likely because she married Carmel
Byro McKinney in the spring/summer of that year, shortly after Carmel was enumerated living with
his parents in 1920.
Owner ship may have passed into their daughters hands for while Betty Milner Singleton
I am sure that both lived their till their daying day. - Peanuts grew his own tobacco along
the north side of the property line which was also mingled with flowers and tomato plants.
NOTE: Betty Jane owned the 2 houses south of her parents before selling them; James lived on
the southeast corner of Ohio and Marmont for many years befor finally moving onto the lake on
South Street.

possibly at the Sept 21 plan commission meetting; with the council possibly granting
final approval Oct. 13.

2015 - Oct 1 - Among other Town council approvals was the rezoning of 219 S. Main St. to
be a town parking lot, following prior approval from Culver's plan commission. It was
stipulated that the property owner must apply and be given a variance by the Culver BZA in
October. One neighbor, it was noted, opposed the move, citing concerns over reduced property
value adjacent to the planned lot (which will require razing the private residence situated
there).

Notice is hereby given that a public hearing will be conducted by the Culver Town Council on a
proposed new Culver Zoning Map that reflects changes to the current map.
On September 21, 2015 a public hearing by the Culver Planning Commission was held concerning
a petition filed by the Town Of Culver to properly rezone to Commercial (C-2) from the current
zoning of Residential (R-1) the following parcel:
50-21-16-303-012.000-014 219 S. Main Street.
The rezoning request was favorably approved by the Culver Planning Commission with a 5-0
vote.
A public hearing by the Culver Town Council will take place on October 13, 2015 during the
regular Town Council meeting to be held at 6:30pm that evening.
The public hearing will be conducted at the Town Hall, 200 East Washington Street, Culver,
Indiana. All interested members of the public are invited to attend and take part in said public
hearing either in person, or represented by an attorney or agent, or present statements in writing
either for or against said proposed changes in the zoning ordinnce.

Town manager Jonathan Leist reported, at the Oct. 27 meeting of Culver's town council, that zoning
for the property just south of Main Street Manor on South Main Street was changed, though there's a
shortfall in funding for the project.
That fact was reported at the previous council meeting, when it was explained that contracting
company CMD, which had been targeted to create the lot, told the town the cost for the work
would be approximately $9,000 higher than originally quoted.
Should the town approve moving forward, said Leist, CMD and the Culver Redevelopment
Commission had reached an agreement whereby the project was funded except the lighting
and fencing for the lot.
Audience member Kathy Clark, of the CRC, said CMD would not be involved unless the company
handled the lighting and fencing, though less costly fencing could be considered.
The town would take care of signage at the lot as well. She said the high end cost for the lighting
would be $10,000, though it might be less. She expressed hopes the light fixtures would match the
"vintage" style installed in the town in recent years.
The council approved moving forward with the project (with an abstention from council member Dave
Beggs, who is selling the property in question to the CRC), though specific costs and funding sources
within the town's coffers were not specified, with town clerk Karen Heim suggesting actual spending
would easier, budget-wise, after the new year.
