Culver Garden Court, Inc is the 7th Garden Court constructed by Easterday Construction Co.,
Inc. We worked with Garden Court for over 7 years to find a suitable site for a project in
Culver before coming to an agreement with a property owner on the south side of town. What
resulted is a 13 unit facility located at 801 South Main Street in Culver completed in 2012
In order to make this project happen, we coordinated efforts between the Town of
Culver, Garden Court and the property owner to negotiate an acceptable price,
negotiate annexation of the property, negotiate acceptable rezoning and negotiate
a water and sewer extension project to serve the property.
In the end, this resulted in annexation of an additional 80 acres of property into
the Town of Culver. The property was rezoned to R-2, in line with Culver’s
Comprehensive Plan and a standing goal of opening up more property for affordable
housing. The water and sewer project provides service not only to Culver Garden
Court, but also for the first 30 acres of this annexation with the capacity to extend
it to the remaining 50 acres.

On Tuesday, August 17th 2010, Kevin Berger presented the Minor Subdivision plan for the
Wade & Claudia McGee Subdivision to the Culver Plan Commission for approval and was accepted
by unanimous vote.
On Thursday, August 19th, Brent Martin, Project Architect, and Kevin Berger presented the
Special Use Permit request to to the Board of Zoning Appeals (BZA). The Special Use Permit
was granted unanimously, 4-0.
Culver is moving ahead with annexation of the property on South Main Street where we hope to
build a Garden Court next year. Annexation is not necessary for the Garden Court, but it
will facilitate the installation of water and sewer lines that will serve the new Garden Court
as well as open the surrounding area to further development - 12 Sep 2009
The Culver Town Council held a public hearing on the annexation of 80 acres on South Main
Street on January 26, 2010. Part of this property is the parcel slated for the Culver Garden
Court. There are three properties involved in this annexation. One property owner is
protesting, but the Town Council has chosen to move ahead despite this. The Annexation passed
on the second reading by a vote of 4 to 1. - 6 feb. 2010

CULVER — Culver is the next recipient for a Garden Court facility that will provide housing for
low-income seniors. "We've been asking for a Garden Court for several years," said Culver Town
Council member Lynn Overmyer. "It's very needed. There's a waiting list for the other two
low-come facilities we have."
It took 12 years to find a location and funding to build a 13 -unit non-profit facility which
will be on South Main Street.

finalizing plans. Garden Court attorney applies for the 501(c)3 status with the IRS. (HUD requires

Today we had the ground breaking ceremony for Culver Garden Court. Actual ground breaking occurred over
a week ago and we already half completed rough grading and have the building pad in place April 8, 2011

CULVER — A groundbreaking ceremony is scheduled for Friday, April 8 at 2 p.m. at 701 S. Main St., Culver. The
U.S. Department of Housing and Urban Development awarded a grant in the amount of $1,445,600 to develop a
13-unit residence for the elderly under the Section 202 Supportive Housing Program.
The new development will be known as Culver Garden Court and will be the twelfth Garden Court Community.
Speakers scheduled for the groundbreaking event include Rev. Ronald Leichty, president of Garnde Court Inc.,
and possibly Congressman Joe Donnelly. Current Garden Court Inc. board members will also be present.
2011 - Apr 21 - Water and sewer lines are also being installed for Culver’s upcoming Garden
Court senior living facility on outh Main Street, he added. That project broke ground
earlier this month.

The framers were onsite at Culver Garden Court yesterday and all of the wall panels that arrived on Tuesday
were in place by the end of the day Wednesday. The remaining framing is scheduled to be in place by next

This past Tuesday we had our PTO (Permission To Occupy) meeting with HUD for the Culver Garden Court. This
released the building to the property management company (Bradley Residential Management, formerly Real Estate
Management) and they started to move furniture in that day. There were a few minor cleaning issues and some
general touch-up items to be completed and they are underway. We will be moving the equipment and trailers off
