Culver Community School Plan is Approved by State  

On March 19th, the State Scholl Reorganization Commission approved the Marshall County Plan as submitted by the Reogranization Committee of the county. The action by the State Commission thus provides for an election on each proposed unit at the time of the primary elections in May.

The Marshall County Plan includes proposals for the following consolidations:

Bremen Public Schools;
Argos Community Schools; and the
Plymouth Community Schools, to include the present Plymouth and west school systems.

The areas included in Plok, North, Tippecanoe and Bourbon townships ere organized under previously approved plans and are not affected by the present plan.

The plan as approved for Culver Community Schools includes the territory of Aubbeenaubbee, North Bend and Union townships as they were consolidated previously under a consolidation law passed in 1947.

The new plan, therefore, proposes no change in the area now included in the Culver Community School Corporation.

The significant changes included in the plan to be voted on in May have to do with the method of selection of the five members of the Board of School Trustees. For determining membership on the School Board, the entire school corporation shall be divided into four school-board-member-districts. These shall consist of the civil townships of Aubbeenaubbe township, North Bend township, and Union township, and the town of Culver.

The Advisory Boards of the three townships shall in a joint session appoint one member from Aubbeenaubbee township for a term to start July 1, 1964 and extend to June 20 1968.

The Advisory acting jointly also shall appoint one member from Union township for a term to start July 1, 1964 and extend to June 20 1968.

The Advisory Boards acting jointly also shall appoint one member from North Bend for a term to start July 1, 1964 and extend to June 20 1966. The Advisory Boards acting jointly also shall appoint another member from North Bend for a term extending for one year – July, 1964 to June 30, 1965. After this one-tear term expires, this member shall be chosen for a four-year term from the residents and freeholders of Aubbeenaubbee township. This member thereafter sall alternate between the two townships of North Bend and Aubbeenaubee.

A fifth member of the School Board shall be a resident of the Town of Culver and shall be appointed by the Town Board for a term to extend from July 1, 1964 to June 30, 1967.

Though the terms of the first members so appointed vary in length, all terms thereafter shall be of four-years’ duration. A School Board member may be re-appointed for successive terms.

For the purpose of maintaining as nearly even balance of members politically as is possible, the appointees who will take office on July first shall have the following political affiliations:

Aubeenaubbee Township, Democrat;
North Bend township, Republican;
Union township, Democrat;
Town of Culver, Republican; and the alternating member from North Bend township for the one year term, Democrat.

Thereafter the only restriction on political affiliation shall be that no more than three members shall be of the same party.

No elective official shall be eligible for appointment to the School Board.

The outcome of the election on the Cuvler Community School unit in May will be determined by the total number of votes marked Yes or No.

All votes cast in favor of the consolidation will be added together for the three townships and the Town of Culver.

If these exceed the total votes cast against the proposed plan, the the Culver Community Schools Corporation will begin operation under the new School Board on July 1, 1964.
