Proposed Cavalier Sports Park. The project would upgrade a piece of property owned by the Culver Community
Schools Corporation that’s currently used for youth soccer fields, as one of the town’s Stellar Communities projects.
Planned improvements include restrooms, a concession stand, a walking trail, and more parking.
To allow those upgrades to happen, the Culver School Board had approved a recreation easement agreement.
The Stellar program officials are now recommending a different approach. They wanted some language changed and
then offered a recommendation that instead of doing an easement, as a school corporation, we just become a
sub-recipient of the Stellar monies, which then takes away all the need to grant the easement.

Town of Culver Cavalier Park
Notice is hereby given that the Town of Culver, Indiana, by and through to
Town Council, hereinafter referred to as the Owner, will receive sealed bids for
the Town of Culver Cavalier Park at Town Hall, 200 East Washington Street,
Culver, IN 46511.
Sealed bids are invited and may be forwarded by registered mail or delivered
in person, addressed to the Town of Culver, in care of the Clerk-Treasurer by
4:00 pm (local lime) and will be considered by the Town Council at a public
meeting called to open such bids at 6:30 pm (local time) on May 28, 2019 at
Town Hall, 200 E. Washington St, Culver, IN 46511: A bout cell toe sealed bids
will be made at the start of the Town Council meeting at 6:30 purr (local time).
Any bids received after 6:30 pm (local time) will not be opened. The bidder shall
be responsible to make sure that the bids are mailed at otherwise delivered to
the Clerk-Treasurer below said time.
Cavalier Park consists of construction of a restroom building with water and
sewer connections, playground, small parking lot expansion. associated grading
work, and additional work as described in the Plans and Specifications. The
project is located near the Culver Community School Administration Building at
700 School Street in Culver, IN. Hard copy sets of the Plans and Specifications

At the Beach Lodge in Culver-Union Township Park, 619 Lakeshore Drive, Culver.
IN 45511. Attendance is not mandatory, but all prospective bidders are
encouraged to attend.
The work to be performed and the bid to be submitted shall include sufficient and
proper sums for all general construction, mechanical installation, labor, materials,
permits, licenses, insurance, and so forth incidental to and required for
the construction of the facitloities.
Each bid vast be endorsed in a seated envelope bearing the title of the Project
and the name and address of Bidder. All bids must be submitted on the bid
forms as identified in the Contract Documents and Specifications.
Each bid shall be accompanied by a certified check an acceptable bidder's bond
made payable to the Owner, In a sum of not less then five percent (5%) of the
total amount of the highest aggregate bid, which check or bond will be held by
the Owner as evidence that the bidder will, if awarded the confront, enter into
the same with the Owner upon notification from him to do so within ten (10)
days of said notification.
Approved performance and payment bonds guaranteeing faithful and proper
performance of the work and materials, tube executed by an acceptable surety
company, will be required of the Contractor at the time of contract execution.
The bonds will be in the amount at 100% of the Contract Price and must be in
full force and effect throughout the term of the Construction Contract plus a
period of twelve (12) months from are date of substantial completion.
The Owner reserves the right to reject my bid, or all bids, or to accept any bid or
bids, arty make such combination of kids as map seem desirable, and to waive
any and all informalitiesa in bidding. Any bid maybe withdrawn prior to the above
scheduled time for the opening of bids or authorized postponement thereof.
Any bid received after the lime and date specified shall oaf be considered. No
bid may be withdrawn alter the scheduled dosing time for receipt of bide for at
least ninety (90) days. –
A conditional or qualified Bid will not be accepted.
Award will be made to the low, responsive, responsible bidder. The low, responsive.

or ineligible for participation in federally assisted programs
under Executive Order 12649.

perform the work and th Bidder shall furnish to the Owner all such information and
data for this purpose that the Owner may request. The Owner reserves the right
to reject any bid if the evidence submitted by, or investigation of, such Bidder fails
to satisfy theOwner that such Bidder is property qualified In carry Out the obligations
of theAgreement and to complete the worke want contemplated therein,

and being thoroughly familiar with the Contract Documents and Specifications.
The failure or omission of any Bidder to do any of the foregoing shall in on way
relieve any Bidder from any obligation with respect to its Bid.
Wage rates on the project shall not be less than the federal Davis Bacon wage scale
published by the U.S. Department of Labor.
Bidders on this work shall be required In comply with the provisions of the
President's Executive Order No. 11246, as amended. The Bidders shall also
comply with the requirements of 41 CPR Part 60-4 entitled Construction Contractors
- Affirmative Action Requirments. A copy O141 CFP1 Part 60-4 maybe found in the
Supplemental General Conditions of the Contract Documents
and Specifications.
The Bidders attention is also called to the Minority/Women Business Participation-
requirements contained in the Project Specifications. The Indiana Office
of Community and Rural Affairs has adopted a State goal 10% participation
for minority and women owned businesses for construction related on purchase
related contracts for the work.
The Contractor must meet guidelines and practices established by the Indiana
Office of Community and Rural Affairs and appropriate federal regulations including:
1) Executive Order 11246,2) Section 301 the Housing and Community
Development Act of 1968, as amended, 3) Certification of Nov-Segregated
Facilities, 4) OMB Circular A-102. 5) Tide Vial- the Civil Rights Act of 1964, 6)
Section 004, Rehabilitation Act of 1973, 7) Age. Discrimination Act 011075, 8)
Executive Order 12138, 9) Conflict of Interest Clause, 10) Retention and Custodial
Requirements for Records Clause, 11) Contractors and Subcontractors
Certifications, and others that maybe appropriate or necessary.
Contract procurement is subject to the federal regulations contained in the OMB
Circular A-102, Sections B and 0 and the Slate of Indiana requirements contained
in IC-36-1-9 and IC-56-1-12.
