Culver Town Council Considers Annexation, Rezoning of Proposed PUD Project
March 14, 2018 - Author Anita Goodan
An hour-and-a-half of Tuesday’s Culver Town Council meeting was centered around the annexation and rezoning of 17664 State Road 17 and 19456 State Road 10. The annexation simply places the five contiguous parcels totaling 71 acres into the town’s limits. Utilities would be available for connection at the expense of the developer. After hearing questions concerning connectivity of utilities during a public hearing on annexation, the board unanimously voted in favor of the second reading of the ordinance allowing the process to continue. A resolution was also unanimously approved to accept the fiscal plan as part of the process.

Following that public hearing, another public hearing was held concerning the rezoning of the five contiguous parcels totaling 71 acres at 17664 State Road 17 and 19456 State Road 10. Several people spoke in favor of the proposed housing development for the Planned Unit Development (PUD) but outwardly opposed the commercial development of a gas station at the corner of State Road 17 and State Road 10. Many said that part of the PUD will not fit in line with how the parcels line up. The surrounding landowners spoke out against the gas station citing fumes, disruption of peace, the immediate deterioration of property values, safety issues, the possibility of water contamination with underground fuel tanks, and the theft of rural ambiance. Others felt the commercial development would send the focus away from downtown merchants.

Developer Thomas Beste noted that his intention is to offer another area of growth for residents and add another business opportunity north of the town limits. While his PUD application would allow this business venture, the parcels adjacent to the proposed gas station could allow future development. That future development is unknown at this time and also draws concerns from landowners near the property.

The town council members mentioned that they would agree with the residents in that they would possibly review the proposal if the commercial aspect was separate from the residential housing development.

The Culver Town Council members did unanimously vote to deny the first reading of the ordinance that would rezone the parcels. Beste will now need to go back to the plan commission with amended plans for future consideration. The final reading of the annexation ordinance will be delayed.

Culver Town Council Tables Annexation Ordinance
March 31, 2018 - Anita Goodan
The annexation ordinance involving parcels at 17664 State Road 17 and 19456 State Road 10 in Culver is tabled. Thomas Beste recently requested that action in a written notice to the Culver Town Council. Two readings of the ordinance have unanimously passed, but the third reading will be on hold.

This decision comes after the council rejected the first reading of an ordinance that would rezone those 71 acres as a Planned Unit Development for a housing development and gas station. Several residents spoke out in a lengthy public hearing earlier this month against the proposed gas station on the north side of State Road 10.

Town Manager Jonathan Leist told council members that Beste will be making some changes to the plans for the proposed Planned Unit Development. Beste plans on talking to the town manager, council members and plan commission members to make some changes to the application and resubmit it down the line. He also plans to talk to the neighbors about the plans.

Culver Town Council Holds Second Reading Over PUD Rezoning Ordinance,
Additions to Developer’s Agreement Discussed
May 23, 2018 - Jacque Ryan
The property for a potential Planned Unit Development in Culver is one step closer to being rezoned, after Tuesday night’s Town Council meeting.

Council members held the second reading over the ordinance that would rezone the parcels located on State Road 17 and State Road 10, where developer Thomas Beste has proposed the construction the Culver Meadows housing development as well as gas station.

Town Council President Ginny Bess Munroe said that she spoke with Beste about adding a few things in the developer’s agreement to make sure a few of plans that have been discussed will be spelled out in the document.

She asked him to include a portion mentioning that a sign included in the plans will be utilized for the town’s benefit by promoting the town and local businesses. Beste indicated that he will include that recommendation.

Munroe added that in previous meetings, the developer mentioned listing some of the properties at a price that would be considered affordable by Culver standards, ranging from about $180,000 to $200,000. Beste agreed that he will include language in his developer’s agreement that provides that distinction for at least 10 of the units.

Members approved the ordinance on second reading. They plan to hold the third and final reading at their first meeting in June.

Town Attorney Jim Clevenger noted that when providing final approval of the rezoning ordinance, members may want to mention that it is pending the approval of the annexation and developer’s agreement.

2018 - July 10 - The Town Board of Culver approved the annexation of this area into the town of Culver.
